UNITED NATIONS, N. Y., Dec. 11 — Maj. Ernesto Che Guevara, a top lieutenant of Premier Fidel Castro, charged in the General Assembly today that the United States, helped by Latin neighbors, was preparing aggression against Cuba.
The charge was promptly rejected by the accused Central American nations and by Adlai E. Stevenson of the United States.
“We are taking every step necessary,” Mr. Stevenson said, “to insure that raids are not launched, manned or equipped from United States territory.”
As Major Guevara spoke, windows in the Secretariat skyscraper on the East River were shaken by the explosion of a rocket‐launcher shell believed to have been set off by Cuban exiles.
